Description. On a circular Gold metal device 1-7/8 inches (4.76 cm) in height and 1-1/2 inches (3.81cm) in diameter, edged in the shape of a finger wheel, three keys throughout, one in pale and two in saltire, wards down, in saltire and interlaced under and behind the wings of an American Bald eagle displayed gold supporting the arms of the United States (paly of 13 Argent and Gules, a chief celeste).

Symbolism. The American bald eagle displayed supporting a shield with the arms of the United States is an honored national symbol and here stylized after the eagle used on the National Security Agency emblem. The keys are a traditional symbol of mystery and enigma and of having a task to be performed and the means and knowledge to carry it out. The gold keys represent distinguished, complex and sensitive problem solving. The outer edge is shaped as a finger wheel on an enigma machine.

Symbolism. The ribbon is Bluebird, White, Ultramarine Blue, and Yellow. Bluebird is representative of DoD. Ultramarine blue symbolizes courage and loyalty. White symbolizes honor and integrity in which the mission is accomplished.
